Belarus and Russia’s Kaluga Oblast are intensifying their economic collaboration through a series of joint projects, including the production of utility road maintenance vehicles and infrastructure development. The move comes amid growing efforts to strengthen economic ties between the two nations, particularly in the wake of international sanctions and trade restrictions.
Industrial Collaboration and Import Substitution
Belarus’ Ambassador to Russia, Yuri Seliverstov, recently visited Kaluga Oblast as part of a working trip focused on deepening bilateral cooperation. During the visit, he emphasized the importance of import substitution and joint production of critical goods, a priority for both nations’ leaders.
One of the key projects under discussion is the production of utility road maintenance vehicles based on MAZ chassis at the Kaluga-based company Merkator. This initiative is part of a broader effort to reduce reliance on foreign imports and promote domestic manufacturing.
Ambassador Seliverstov suggested that during a planned visit by a Kaluga Oblast delegation to Belarus in the summer, they could tour several enterprises, including agricultural ones, to explore additional areas for cooperation. ‘Our heads of state and government leaders are encouraging us to promote the production of critical goods through import substitution and cooperative efforts. This is important for people, industry, and development,’ he said.
Infrastructure and Construction Sector
Cooperation in the construction sector has also been a focal point of the discussions. Belarus’ proximity to Kaluga Oblast has made it natural for builders from both sides to collaborate on infrastructure projects, according to the ambassador.
‘Given that Belarus is located close to Kaluga Oblast, it is natural for our builders to work together, creating interesting, beautiful, and, most importantly, necessary facilities,’ Seliverstov noted. The collaboration includes the development of residential neighborhoods and schools built by Belarusian construction companies.
The working visit included tours of several industrial enterprises implementing cooperation projects with Belarus, as well as visits to a residential neighborhood and a school under construction. These projects are seen as key to enhancing economic and social development in both regions.
Expanding Tourism and Economic Ties
Expanding tourism ties between Belarus and Kaluga Oblast is also a priority, as increasing the sector’s contribution to GDP is an important task for the Union State of Belarus and Russia. Ambassador Seliverstov highlighted the potential for mutual benefit through shared cultural and tourism initiatives.
‘I believe that our meeting will help further expand cooperation in a spirit of friendship and partnership,’ the ambassador concluded. The collaboration is expected to have long-term implications for both regions, particularly in terms of economic resilience and diversification.
As international pressures continue to mount on both Belarus and Russia, strengthening domestic and regional economic ties has become a strategic priority. The collaboration with Kaluga Oblast is seen as a model for how regional partnerships can contribute to broader economic stability and development.
