The demo for the total conversion mod for Grand Theft Auto: San Andreas, GTA Carcer City, was scheduled to release on March 10 but has been pushed back by the modder to April 10. The delay comes amid growing concerns over potential legal action from Take-Two Interactive, the parent company of Rockstar Games.
The Mod’s Ambitious Vision
GTA Carcer City aims to be the most detailed and expansive city ever seen in the 3D era of the Grand Theft Auto series. Set in a dystopian urban landscape, the story follows a former police officer who becomes entangled in the city’s violent underworld. The fictional city of Carcer City is portrayed as a decaying metropolis where businesses are failing, essential systems are collapsing, and gangs are in control.
According to the mod’s developer, the setting is inspired by real-world cities such as Detroit, Pittsburgh, and Cleveland, as well as the bleak environments from the 2004 game Manhunt. The mod’s world features broken factories, dangerous alleys, and neon-lit bars struggling to survive in the ruins of the city. The story is set in 2001 and includes an original plot that explores themes of survival, corruption, and the fight for power in a crumbling urban environment.
Legal Concerns and Past Incidents
While the delay has not been officially linked to a possible DMCA takedown notice, the modder has expressed concerns about Take-Two’s history of shutting down similar projects. In August 2023, the company removed a story-driven mod for Grand Theft Auto V. Earlier, in July 2022, Take-Two attempted to take down VR mods for Red Dead Redemption 2, GTA V, and Mafia.
The modder also referenced the 2021 shutdown of FiveM, a multiplayer mod for GTA V, and the removal of other GTA San Andreas and Vice City mods over the years. These incidents have raised questions about the legal risks associated with developing and releasing highly detailed mods that closely resemble the original games.
“From what I’ve seen so far, this mod has not caught the eye of Take-Two and Rockstar,” the modder said. “So, I’m almost certain we’ll get the mod in April. Again, I don’t know why the demo has been delayed. The modder has been showcasing it for over a month. And, since this is a demo and not the full version, you’d expect him to release it as soon as it was ready.”
Other GTA San Andreas Mods
Despite the uncertainty surrounding GTA Carcer City, the modding community for GTA: San Andreas remains active. Multi Theft Auto, an open-source project, adds online multiplayer support to the game. Modders have also developed RTX Remix Path Tracing, which enhances the game’s graphics with ray tracing.
Other popular mods include Grand Theft Auto: San Andreas Mission Maker, which allows players to create custom missions, and the SA_DirectX 3.0 Beta Overhaul Mod, which improves visual effects with features such as screen space reflections and rain effects. Additionally, there are mods that allow players to experience GTA: San Andreas in virtual reality.
The delay of the GTA Carcer City demo has sparked speculation among fans and modders about the future of the project. With the new release date set for April 10, the modder now has time to build further anticipation and address any potential legal issues before the official launch. However, the risk of Take-Two taking legal action remains a concern for the modding community as a whole.
As the modding scene continues to evolve, the balance between creative freedom and legal restrictions will be a key issue for developers and fans alike. Whether GTA Carcer City will be released without interference remains to be seen, but its delayed release highlights the growing complexities of modding in the modern gaming landscape.
