June and July 2025 marked the hottest two months on record in Western Europe, driven by persistent high-pressure systems that trapped heat and intensified drought conditions. According to the Copernicus Climate Change Service (C3S), June 2025 was the fifth-warmest June on record for the entire continent and the warmest for Western Europe specifically, with an average temperature of 20.49°C, 2.81°C above the 1991–2020 average.
Record Heat and Drought
The extreme heat exacerbated widespread drought across France and Spain; Soils, deprived of moisture, lost their natural cooling capacity, allowing heat to accumulate more easily; the European Union’s climate monitor reported that the Seine, Rhine, and Danube rivers experienced exceptionally low water levels, which disrupted water supplies and irrigation. In Hungary and Slovenia, nuclear power plants had to operate at reduced capacity due to the low river flows.
Wildfires and Environmental Impact
Record drought conditions fueled devastating wildfires across the region; In southwestern France’s Gironde department, a megafire burned nearly 42,000 hectares (103,785 acres) in late July, forcing the evacuation of over 220,000 people. Around the same time, Spain experienced its largest wildfire in recent history, which scorched 44,000 hectares (108,725 acres) in Avila province near Madrid.
The C3S also noted that large wildfires can send smoke high into the atmosphere, affecting air quality thousands of kilometers away. In addition, sea surface temperatures reached record highs in July, with an average of 20.96°C (69.7°F), slightly above the previous record of 20.89°C (69.6°F) in 2023.

Data from the Copernicus Sentinel-3 satellites showed land surface temperatures exceeding 50°C in parts of France and northern Spain, highlighting the severity of the heatwave.
