Russian President Vladimir Putin arrived in Beijing on Tuesday for a visit that includes discussions with Chinese President Xi Jinping, and According to Putin’s foreign policy advisor Yuri Ushakov, the two leaders plan to sign nearly 40 documents covering cooperation in industry, trade, transport, and construction. Twenty-one of these documents are expected to be signed during official meetings on Wednesday. Ushakov highlighted a joint statement on creating a multipolar world order and new types of international relations.
Strategic and Economic Cooperation
The Kremlin has confirmed that Putin will discuss the construction of the new gas pipeline ‘Sila Sibirii 2,’ which is intended to run through Mongolia to China. This project would expand Russia’s existing gas deliveries via ‘Sila Sibirii 1.’ China is already one of Russia’s largest oil customers. Ushakov stated that the topic would be discussed in detail during the visit.
Geopolitical Context and Timing

While the Kremlin stated there is no connection to Trump’s visit, the timing of Putin’s trip has raised questions. According to a report from a Korean news outlet, the timing suggests urgency rather than confidence. The war in Ukraine has exposed Russia’s structural vulnerabilities, according to the report, and the visit reflects the shifting dynamics in global politics.
Putin emphasized in a video message that relations between Russia and China are at an ‘historic level.’ He stated that the strategic cooperation between both countries plays a ‘fundamental stabilizing role’ on the international stage. The president added that Moscow and Beijing are not seeking alliances ‘against anyone’ but rather promoting ‘peace and universal prosperity.’
The visit also coincides with the 25th anniversary of the Sino-Russian Friendship Treaty signed in 2001, an agreement that laid the foundation for the current strategic partnership between the two powers. According to the Kremlin, Putin and Xi will discuss strengthening bilateral economic cooperation and address international and regional issues considered key for both governments.
