Fourteen families,about 100 Palestinians in total—have left their homes in the northern West Bank after years of violent settler activity, according to Al Jazeera, but the community, which relied on agriculture for survival, was subjected to an organized campaign of intimidation that eventually drove them away by March 2026.

Systematic Displacement and Loss

The settlers’ campaign included attacks on shepherds and livestock, with hundreds of sheep and cattle stolen, according to resident Masa’id; these attacks intensified after the new Israeli government took office in October 2023, with far-right ministers appointed to key positions. The settlers used coordinated efforts, including large numbers of armed individuals and attack dogs, to intimidate the local population.

“The settlers have many means of communication among themselves. When they attack the shepherds, dozens of them gather to intimidate them. Meanwhile, we have no means of transportation to reach the shepherds and try to protect them. Our roads are also rough and unpaved, unlike the roads used by the settlers,” Masa’id said. The displacement caused further losses, as fodder spoiled in the rain during the move and dozens of sheep died from disease after relocation.

Settler Shepherding Outposts Expand

Between 2017 and 2021, Israel built over 50 new single-family settlements in the West Bank, with at least 35 being shepherding outposts, reports יש דין. These outposts, often occupied by just one young family or a few individuals and volunteers, are part of a broader colonialist expansion in the occupied Palestinian territories (oPt). The shepherding outposts, built without official Israeli approval, violate international law and are supported by government offices and public funding.

Settlers in these outposts use ATVs, horses, drones, and weapons to control large areas of land. They also take over water resources and frequently commit violence against Palestinian residents. “The State of Israel is party to establishing these shepherding outposts and is accountable for the outcomes of these actions,” the report states. The expansion of these outposts aims to seize hundreds of thousands of dunams of land, further eroding Palestinian land rights.

International Concern and Legal Violations

The establishment and expansion of Israeli shepherding outposts have raised international concern. These outposts are illegal under international law, and their proliferation undermines the rights of Palestinian communities. The Israeli government has not issued official resolutions to authorize these outposts, yet continues to provide settlers with infrastructure support, financial assistance, and exclusive access to pastureland.

The displacement of Palestinian families and the violent tactics used by settlers highlight the ongoing challenges faced by communities in the West Bank. “We feel like we’ve lost a son. What happened to us is the worst thing that could ever happen,to leave the homes we’ve lived in all our lives, homes we hoped our children and grandchildren would live in too,” said Masa’id. The situation shows the need for increased international attention and legal accountability for actions that violate international law.
