A special election in Lehigh County on Tuesday has drawn national attention, as the outcome could shift the balance of power in the Pennsylvania House of Representatives. The race between Democrat Ana Tiburcio and Republican Robert E. Smith Jr. for the 22nd District is shaping up to be a critical test for both parties.
The Candidates and Their Platforms
Ana Tiburcio, a lifelong resident of Allentown, has built her campaign around education, workforce development, and prisoner reentry programs. A member of the Allentown School Board since 2023, she also runs a tax services business and works with the Fine Feather Foundation, a nonprofit focused on community development. She has previously volunteered with initiatives like Allentown Works and Love Your Block, a city-led effort to revitalize the Franklin Park neighborhood.
Robert E. Smith Jr. brings over 25 years of experience in the health field, where he has worked with individuals with intellectual disabilities and brain injuries. A former member of the Allentown School Board, he ran for the board in 2025 but was unsuccessful. Smith has stated that if elected, he would push for lower taxes, increased funding for Lehigh Valley projects, expanded private school vouchers, and a statewide ban on transgender athletes in sports.
The District and Its Significance
The 22nd District, which includes much of Allentown’s Center City and East Side, as well as parts of Salisbury Township, has been without representation since late December, when Democratic state Rep. Josh Siegel resigned to become Lehigh County executive. His departure left the district unrepresented in the state House, a position that is now up for grabs in this special election.
According to the Pennsylvania Department of State, the seat has been vacant since late December. The election could have major implications for the state House, where Democrats currently hold a one-seat majority. If Smith wins, the Democrats could lose that narrow edge, potentially shifting the balance of power in the chamber.
The district is heavily Democratic, with voters outnumbering Republicans by a 3-1 margin. However, the race is not without controversy. Lehigh County Democrats initially selected Julian Guridy as their candidate, but he dropped out just two days before the deadline due to residency requirements. He had lived in Florida as recently as 2023, which disqualifies him from running in the district.
Tiburcio, who was not part of the original candidate pool, was recruited as the Democratic nominee after Guridy’s withdrawal. Democratic state Rep. Mike Schlossberg said the committee chose Tiburcio after other applicants failed to gain more than one vote from the selection committee.
The Path Forward and Implications
Both Tiburcio and Smith have indicated they plan to run for a full two-year term in the November 2026 general election. The candidates for that election will be decided in the May 17 primary. Tiburcio is expected to face a challenge from Allentown City Council member Ce-Ce Gerlach, a progressive Democrat who criticized the party’s internal process for selecting a candidate for the special election.
No other Republicans have announced their intention to run in the general election, giving Smith a clear path to the nomination if he wins Tuesday’s race. The general election is set for November 3, 2026.
