US and Chinese officials concluded eight-hour talks in New York ahead of the Trump-Xi summit, with the Trump administration proposing a new mechanism for sharing information on serious AI threats, according to Al Jazeera. US Treasury Secretary Scott Bessent called the discussions “very successful,” emphasizing the need for transparency between the world’s top two AI powers. The proposed system includes a notification mechanism for incidents that raise national security concerns. However, no major agreements were announced, and export controls on advanced AI chips and semiconductor equipment were not part of the discussions.

Bessent met with Chinese Vice Premier He Lifeng, with US Trade Representative Jamieson Greer and China’s chief trade negotiator Li Chenggang also participating. Bessent highlighted the importance of communication between the two leading AI powers to address common goals and threats, but specific details of the proposed AI dialogue were not disclosed.

Ukraine War and US Mediation Efforts

Ukrainian President Volodymyr Zelensky announced a planned meeting with Donald Trump in New York, where both leaders will attend the UN General Assembly. Zelensky said in a Telegram post that the meeting could help restart direct negotiations between Kyiv and Moscow, according to Spiegel.de. Zelensky emphasized that the peace process has the highest priority, especially after US intermediaries Steve Witkoff and Jared Kushner visited Kyiv and Moscow earlier in the month. He also mentioned that there are ideas for de-escalation and security measures, though no specific plans were revealed.

Russia has indicated it is open to talks in October, but negotiations have stalled in the past. Zelensky said Kyiv is ready to take “serious steps” toward peace but did not provide further details. The US has played an increasing role in mediation efforts, with Witkoff and Kushner also engaging in peace talks in the Middle East, as reported by Süddeutsche Zeitung.

Trump’s UN Address and Global Summit Dynamics

Trump is expected to address the UN General Assembly in New York, where world leaders including those from Iran, Israel, and South Korea will also speak, according to Yonhap News. Iran’s President Ebrahim Raisi and Zelensky are scheduled to speak on September 23, while Israeli Prime Minister Benjamin Netanyahu will address the assembly on September 24. Netanyahu confirmed his intention to attend despite a recent threat from New York City Mayor Eric Adams. Meanwhile, Palestinian Authority President Mahmoud Abbas will deliver a video address due to visa issues.

North Korea is also expected to make a statement via its deputy foreign minister, who will reiterate the country’s stance that denuclearization is not a topic for negotiation. Meanwhile, Chinese President Xi Jinping and Russian President Vladimir Putin will not attend the summit, continuing their absence from the high-level meetings since 2015.

High-level discussions on AI and international security will also be held, with a UN-sponsored high-level meeting on AI cooperation scheduled for September 23. The event will include experts like Yoshua Bengio and Sam Altman, who will discuss policy and regulatory frameworks for AI development, as well as freedom of expression concerns, according to Yonhap.
